TEA Sends Important Communications on HB 3

06.11.2019 — TEA sent several important communications Tuesday following the signing of HB 3 into law:

 

Minimum Salary Schedule Increase Pursuant to HB 3
The first To the Administrator Addressed (TAA) correspondence informs districts about the increases to the minimum salary schedule required under HB 3. Chapter 21, Education Code, requires increases to the state minimum salary schedule when the basic allotment increases. HB 3 increased the basic allotment to $6,160. This impacts minimum salaries for classroom teachers, full-time librarians, full-time counselors certified under Subchapter B, Chapter 21, and full-time registered nurses. In no instance may a school district pay less than the state base salary listed for that individual’s years of experience as determined by Section 153.1021 of the Texas Administrative Code, Commissioner’s Rules on Creditable Years of Service. HB 3 Implementation: Salary Increases
The second TAA correspondence states that, for the 2019–2020 school year, school districts and open enrollment charter schools will be required to increase salaries for certain staff. The statute also requires prioritizing differentiated compensation for classroom teachers with more than five years of experience. In making the compensation increases, the statute requires a comparison of funding available to the school district or open enrollment charter school between the 2018–2019 and 2019–2020 school years. HB 3 Implementation: Tax Rate Compression
The third TAA correspondence informs districts about the tax rate compression required under HB 3, and it provides information on how to calculate the components and required compression of a district’s maintenance and operations (M&O) tax as well as other important tax information. 2020–2021 Biennial Allotment
Another TEA email stated that the General Appropriations Bill was sent to the governor for signature on June 5. The technology and instructional materials allotment amounts are being calculated, and the agency expects to announce the final amounts by the end of June.
