TEA Email Addresses STAAR EOC Retakes Due to Online Testing Problems

04.04.2016 — Shortly before 5 p.m. on Friday, April 1, TEA sent the following email on online testing issues as related to graduation requirements to district and ESC testing coordinators:

“The purpose of this email is to provide information to help district staff as they determine whether any high school students affected by online testing issues should retake an EOC.

District staff who are reviewing individual student scenarios should keep in mind that graduation requirements related to STAAR EOC tests are still in effect, as they may not be altered by the commissioner.

Educational decisions for students served by special education, including decisions regarding graduation requirements, are made by the individual student’s ARD committee; therefore passing a particular STAAR EOC may or may not be required of these students. Please see TAC §89.1070 for further detail.

Students served under Section 504 and English language learners are held to the same graduation requirements as students served only by the general education program as described in TAC Chapter 74.

As each particular student’s situation may vary (such as eligibility for an Individual Graduation Committee review under TEC§28.0258), districts should make determinations regarding retesting that best suits the educational needs of the particular student. The window for students testing online who were affected by issues earlier this week has been extended through Monday, April 4.

Please note that the provisions described in this and other recent communications are not applicable to the vast majority of students who took their English I and/or English II assessments on paper.

If you have additional questions or need more information, please contact the Student Assessment Division at 512-463-9536.”
