THECB Board Meeting April 25 on the New Texas Success Initiatives Assessment

Texas Education Code Section 51.3062(f) provides the Texas Higher Education Coordinating Board (THECB) with the authority to prescribe a single standard for the TSI assessment to effectively measure college readiness. In addition, HB 3468 (82nd Texas Legislature) requires a statewide diagnostic assessment that allows for diagnosis and targeted intervention for students not college-ready and their appropriate placement in developmental education or adult basic education (ABE).

In April 2012, the THECB awarded The College Board a no-cost contract to develop a new TSI assessment that will replace the current four assessments (Accuplacer, ASSET, Compass, and THEA) to measure college and career readiness beginning with the first class day of the fall 2013 academic year. The components of this new comprehensive assessment system are aligned with the Texas College and Career Readiness Standards and the basic skills (for proper placement of ABE students) identified under the National Reporting System Educational Functioning Level Descriptors. In addition to informing placement, the assessment will help educators plan classroom instruction according to student strengths and weaknesses. The overarching goal is to help all students successfully transition to postsecondary degree paths, certificate programs, and the workplace.

On March 27, 2013, THECB staff and representatives from The College Board provided a presentation to our Board's Committee on Academic and Workforce Success (CAWS) on the development of the new TSI assessment and the statewide college readiness standard recommendation for the new assessment. The CAWS approved the staff recommendation. The full Board will consider the approved recommendation from the committee at the Coordinating Board Meeting on April 25, 2013. The Board will also consider a staff recommendation related to the cut-score for developmental education placement.
