Proposed Rules for Pre-K Grant/HB 4 Posted for Comment

02.09.2016 — The proposed rules for the High-Quality Prekindergarten Grant Program established by HB 4 in 2015 have been posted in the Texas Register for public comment. The comment period began February 5 and ends March 7.

Please note the additional qualifications needed for public school teachers prior to being assigned to a class under the grant program in the proposed rules section 102.1003(e)(5)(A-D). The proposed requirements for public school pre-K teachers do not apply to teachers who have:

  • already earned a Child Development Associate credential;
  • been trained by an accredited Montessori training center;
  • taught for eight years in a nationally accredited child care program; OR
  • a degree in early childhood education or early childhood special education.
