Budget Boot Camp
School finance experts and TASA consultants Doug Karr and Omar Garcia will give administrators the opportunity to:
- Complete and/or update the LATEST release of the state funding template under guided instruction.
- Project state and local revenue for the previous, current, and future school years for current and future planning purposes.
- Monitor the under/over payment of foundation school fund state aid for the current school year.
- Ask questions and dialogue about other school finance related items of interest.

Dr. Douglas L. Karr provides contract services in the area of school finance to region ESCs, private entities, and public schools statewide. With 43 years in public education, he previously served as superintendent of Presidio ISD, school finance specialist for Regions 17 and 18, and assistant coordinator for the Statewide Finance Initiative. He has also served as the director of administrative services for the Region 17 ESC, as a TEA field service agent, as a high school, middle school, and elementary school principal, and as a classroom teacher at all three respective levels of public education.
Karr also has been an adjunct faculty member in school finance for Texas Tech University, Sul Ross State University, Stephen F. Austin University, The University of Texas at Tyler, Texas A&M at Commerce, Wayland Baptist Universityk, Dallas Baptist University, and Howard Payne University. He currently serves as an adjunct professor in school finance for Lubbock Christian University.
A TASA consultant, Karr serves as an instructor on various school finance-related topics and has served in that same capacity for TASBO and TACS. He has authored a number of published articles and continues to present statewide on Texas public school finance. He holds bachelor’s and master’s degrees from Texas Tech University and a doctorate from Baylor University.
Omar Garcia is currently employed with BOK Financial Services, a public finance firm and a subsidiary of BOK Financial Corporation. He is part of a team that offers underwriting and financial advisory services on school district bonds issues and other related matters.
Prior to that, Garcia served as director of statewide school finance at the Region 13 ESC for nine years and was employed by TEA for 28 years, holding various positions, including working in the Audit Division for four years. He retired in 2002 as the senior director of the Division of State Funding after 24 years of service in that division.
Garcia holds a BBA in finance and an MBA from Texas A&I University (now Texas A&M Kingsville).
